1 Introductions, apologies, substitutions and declarations of interest
1.1 The Chair welcomed Members to the first meeting of the Llywydd’s Committee.
1.2 There were no apologies or declarations of interest.
2 Committee procedures and ways of working
2.1 Standing Orders do not enable the Llywydd’s Committee to elect a temporary Chair, therefore the Committee agreed that, should the Chair experience technical difficulties during the meeting, Peredur Owen Griffiths would lead discussions in his absence.
3 The Finance Committee's Statement of Principles for directly funded bodies
3.1 The Committee considered the Finance Committee’s statement of principles and noted that they were adopted by the Fifth Senedd’s Llywydd’s Committee.
3.2 The Committee agreed to adopt the Finance Committee’s statement of principles and requested the Electoral Commission have regard to it in the preparation of their budget proposals.
4 Papers to note
4.1 The Committee noted a letter from the UK Government Minister of State for the Constitution and Devolution regarding the UK Government’s Elections Bill.
4.2 The Committee also noted briefings provided by the Electoral Commission on the UK Government’s Elections Bill.
5 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of the meeting
5.1 The motion to exclude the public from the remainder of the meeting under Standing Order 17.42(ix) was agreed.
6 Technical briefing: Llywydd's Committee functions and legislative background
6.1 The Committee received a technical briefing on its functions and legislative background.
7 Consideration of correspondence relating to the UK Government's Elections Bill
7.1 The Committee considered a letter from the UK Government Minister of State for the Constitution and Devolution, Chloe Smith MP, seeking the Llywydd’s views on the UK Government’s Elections Bill.
7.2 The Committee agreed to respond to the letter and copy in the relevant Welsh Ministers and the Legislation, Justice and Constitution Committee and also by the Local Government and Housing Committee for their consideration of the Legislative Consent Memorandum.
